Pretty sure he represents the male Geishas that performed theatre in old Japan. Brings back Samurai Champloo memories of that "foreigner" that fell in love with one of those "guys".

And while I don't think Trap describes him either... guys that are simply effeminate certainly do not wear Kiminos lol. Cross-dresser would be a more suitable modern term.
