I saw someone post something about a character named Emmylou. I was wondering if she is the NA version of Harriet?
Or is there something I've missed?

I don't know the names in other regions, but she's the assistant who goes off to become a supreme stylist right at the start of the game.

If Harriet was Evie's assistant at one point before you got the keys to the shop, then yes.
