I think LR started development WAY before August.

Remember that XIII-2 ended with a sequel in mind, and considering that the DLC begun development towards the end of XIII-2's main development the ideas for LR may have sprung up around that time before quietly starting development around the EU release of XIII-2.

Think about it, how could they be able to show a trailer with gameplay, story and blahblahblah only half a month after it "officially" went into development? Also, other than XIV SE was very silent regarding development over future FFs, so there may be more credit to this hypothesis than you might think.

Doubt it, people who watched the demo said that they weren't surprised it wasn't show publically because it was incredibly early, the dialogue was placeholder spoken by SE staff and there were a number of glitches present
