Who do YOU think is the most underrated FF Villain?

My vote goes to Ultimecia. While sparsely told throughout the game, I thought it was cool that her motive to eliminate SeeD was because she knew they would eliminate her eventually. Also dat body hopping <3

I agree he wasn't the best villain, but I thought at certain moments in the story he was great.
