FF VIII'sTriple Triad. I also like the Chocobo World.
The Snowboard game (VII), Blitzball (X),the Monster Arena (X), Spherebreak (X-2) and Monster hunting (both Marks and Cieth stones) are also fun.
Also the DS IV has some fun minigames with the main characters and Wyte.

Why is FFXIII even an option here?

And I don't know for best (maybe FFVII), but FFX definitely has the worst IMO *plays through the game knowing what horror awaits him*
