Yea that would fill up the Boss List and story battles more interestingly than just flooding the bestiary with monsters.

Lightning requires nemesis class villains to give her fights more epicness and greater purpose.

Yea there was Caius in XIII-2 but it would be a one trick pony to recycle that villain again.

See that's one of the things that made Cloud a more popular character because they fought several interesting characters besides Sephiroth (Reno, Rude, Elena, Rufus, Yuffie, Palmer, Hojo, Scarlet, Heidegger, etc. ). and if you want to count the AC characters, Kadaj, Yazoo, Loz.)

Lightning really had none of that, not enough iconic fights and not enough significant antagonists

All she fought was Barthandelus, Yaag, Cid and Orphan. Then just Caius.

And I say villains because a group fo villains can bring more diversity to the fights that just centering on one or two antagonists she fights rarely.

Even as another example, Squall had a lot of significant villain fights (Seifer, Edea, Biggs, Wedge, False President (Gerogero), Raijin, Fujin, NORG. Adel, The Master Guardian Forces (Sphinxara, Trauma, Red Giant, Tri- Point, Krysta, Gargantua, Catoblepas, Tiamat) and Ultimecia.

Even Vincent in DoC, received a whole band of unique villains (Deepground SOLDIERs) like the Tsviets Nero, Weiss, Azul, Rosso and Shelke, which made their boss fights stand out more.

Lightning Returns really has a chance to develop a more interesting collection of villains linked to the story.

Even the hinted murderers that oppose Bhunivelze (and with Lightning initially doing Bhunivelze's bidding), could lead to interesting boss fights and antagonist roles. (it could also enhance the story progression instead of just fighting generic enemies as bosses. )

Also in order to strengthen opposition against Bhunivelze and the Liberator, that would mean that the opposition has to be strong enough to be a significant threat, so there level should rival Lightning for interesting intense fights.

And also they could use greater numbers to their advantage, so even if members are killed off, their group's numbers would ensure their organization endures (any effecient force has multiple members.)

Also even if Lightning turns against Bhunivelze, new Liberators could be form in desperation, so there could be more dimension to Lightning's enemies, not just from one side. :)

As if they are able to make decent antagonists.

well XIII-2 was a start. also XIII 1 Barthandelus was epic even though their role and development could have been better and played a more villain role instead of partial helper.

But what are you looking for? Human or humanoid Antagonists? Or actual monster villains which is more likely this game like 13-2 will have.

I do imagine Lightning fighting Caius once more. There is speculation that she will fight gods as well. The "murders" in Luxerion seem to lead to a new antagonist.

Versus XIII is coming in 2014, BO2 will be awesome, and PS4/Xbox 720 is coming in Dec. 2013. Lightning Return will be super awesome.

Human/humanoid would be better. Whatever Lightning is. but it shouldn't be just 1 or 2 antagonists, they could have a whole organization of them (but they aren't clones of someone like Advent Children's villains.) Lightning already defeated Caius once and for all, so it should be new strong villains in Lightning Returns to diversify the boss list and antagonists in the story further. This could also test Lightning's Styles and skills in more amazing ways. instead of just hacking and slashing monsters and weak minions. And of course not like Crisis Core with those lame Genesis clones. More like Black Rock Shooter the Game's 9 Apostles, or Ninja Scroll's 8 Demons of Kimone.

Rufus is the only interesting character outta that bunch you named.

They're never mentioned ever again once we defeat/kill them. The only GF that works for Ultimecia is Tiamat & she was corrupted & forced against her will.

Even Vincent in DoC, received a whole band of unique villains (Deepground SOLDIERs) like the Tsviets Nero, Weiss, Azul, Rosso and Shelke, which made their boss fights stand out more.

Lol, Doc was beyond terrible.

Well you want the so called 13 antagonists that people keep talking about. I bet there will only be 3 major antagonist of what you want though and one of them must be Caius, the other a God and the third may be someone else. But that my theory. I don't think there will be more multiple antagonists in LR. Just one less than 13.
