In your opinion it didn't.

In my opinion it was better than VI's and so was the game play. Therefore, XIII > VI to me.

FFX didn't do it that well.

Well, every character did get better as the story progressed (or most of them did).
Wakka, Lulu, Yuna and Tidus even.
Auron had some flashback-reverse kind of development.

Rikku is just there, but that's ok because she's cool. Kimahri might be the only one I'd argue didn't get any.

X had fairly good character development. The problem I had with it is that 90% of the characters sucked. I only liked Auron, Jecht, Braska, and O'aka the XXIII.

Rikku was bearable.

I wanted to hurl the rest off a cliff.

I think X did the characters the best. Probably why I would consider it the best FF.

Yeah I didn't feel as intolerant of XIII's cast. I think the voice acting helped XIII out.

I hated the voice acting in X save for the few characters i mentioned.
