So why has arguably the worst main FF received 2 sequels?

No seriously?

Because Toriyama can do what he wants while everyone else clusters to make XIV their miracle or biggest flop ever.
I have always hoped for a BERSERK Final Fantasy Game to be made realized.

What else can Toriyama do?

They are all arguably the worst.

I feel like XIII-2 happened so they could DLC their more loyal fans enough to help fix FFXIV.

To recover from the financial disaster that was FFXIV they needed to fart out a quick game or two to get back on their feet quickly instead of spend 3-4 more years developing a new quality FF with herat and soul poured into it.

Because it's cheaper to give the latest game sequels. If XII and XIII had swapped release dates, we would've gotten XII sequels.

Simple truth. It's not because XIII is some magical series that deserve the overexposure.
