"In terms of the process of designing outfits, if we were to look at it just from the standpoint of, “Is this realistic for battle?” and whatnot, we might end up with very bulky, chunky outfits — armor and stuff that you might see on soldiers in the real world. For Final Fantasy, we want to keep in mind the characters’ personalities and what their character is like. As far as Lightning, we would think about what befits her character and then design the aesthetics and allocate functionality to it afterwards."

...Here's the thing. Lightning's a soldier/warrior. Lightning is practical. Most of Lightning's quotes in the overworld of XIII have to do with being alert, being careful, being ready, and getting ready to fight. So wouldn't it make sense to dress Lightning in realistic clothing that is practical to use in battle?

It's a fantasy. The clothes don't have to be 'realistic'.

But if the designs are supposed to reflect a character's personality... then why is Lightning dressed as a cowgirl (tattoo of a horse right above her buttcheek and all) and a sexy samurai? Dark Muse is the only outfit so far that even reflects any part of Lightning's personality.

If I wanted to see realistic protection on warriors I'd watch Game of Thrones, which I do.

I don't know which ones have we've seen that aren't practical? There's the default, Dark Muse, this one http://www.4gamer.net/games/182/G018237/20130117041/SS/006.jpg which sort of looks like a fantasy ranger.

Because the aim of LR is variety so players can dress her up however they want to, not to represent her character. If those were her XIII or XIII-2 outfits then you'd have a point, but the point of LR's costumes is so the player can chose what they personaly like.

Or if you claim that a character's outfit conforms with their personality... then actually have it conform to their personality. Apparently some of the outfits even have shoes with fish in them.
