12 also gave up story, characters, music and sound for the open world, and open world battle system.
XII had excellent music, an interesting story, and compelling characters with a strong emphasis on gameplay and world lore. XII gave up nothing and it fits the model of what a great FF game should do. I can't say I noticed too many lags in the battle system though, nor the mechanics it used are outdated.
XIII gave up more on certain aspects than XII ever did.in order to achieve its extreme linerity. It sacrificed too much on gameplay in order to focus on its questionable story and cast with a medicore soundtrack.
13 has better story, characters, music, sound and gameplay than 12. 12 has an open world with open world battles.
