Why are negotiations so hard?

Seriously. Aside from the tutorial I've not had a single successful negotiation. Like...why? If they were all 4 star cards or something then I could understand but they, like sealstone cards, are mostly crap that nobody is going to use. Why make something so lackluster so hard to get? I don't get it.

They aren't hard, they are impossible without the chains. Sealstones are ok, but I agree that there should be some chance to get them without chains. Already had that anima sword girl appear more than 50 times, only to fail every time when she appears. If you want free chains, you could use the silver apples, but then there are those 2 daemons up for grabs too.

Can anyone confirm that they are impossible without the Cabal Chains? I have fought various 2 and 3 star ghosts at least 150 times as I completed the story but they have yet to join me besides the daemons before Qing Long.

They are indeed impossible, but on the bright side they are the only battles you can get summon points from.

I've only managed to successfully negotiate once, and that was the first one they ever give you. Are cabal chains mandatory?

Its not impossible to negotiate but it becomes very very unlikely. Cabal Chains are your best bet if you think the demon is pretty good but so far, the consensus is that they aren't worth the trouble cept for 1-2 maybe on the later chapters.
The events yield probably the best demons for non-cash players and your best bet of keeping up with the community.

So if your thinking about spending money, probably not the best investment to spend it on buying Cabal Chains.

Had only 2 successful negotiations, White Angel and Rat Clan Boss through random encounter. So it's not impossible.

but yeah, the summon points they drop could probably worth more than themselves

Are using silver apples to get the Cabal Chains worth it? 4-star daemons are coming up for me in Chapter 8 now.

I would say it is ok if you don't want the ones she has to offer, but the ones I focus on are the ones that transmigrate, since they get stronger afterwards and level cap increases. Also, if you see the amount required, the chapter 8 daemons needs 10 chains on the first encounter D:
