Is Xbox One going to block used games or not?

I'm getting conflicting reports. Some people say that it will due to a mandatory install and some have said you will still be able to play used games. So which is it?

I read you can still play used games BUT you'll have to pay a little fee for every used game you play.

I'm not a Xbox fan but I legitimately feel bad for Xbox fans. That's such a smack in the face for the people who have supported their system all these years. I mean Xbox players already pay to be able to play games online and now this? It's just a little overkill if you ask me.

"UPDATE: Wired has added an amendment to its story claiming that Microsoft has contacted them "to say that the company did have a plan for used games, and that further details were forthcoming".

Furthermore, Official Xbox Magazine UK editor John Hicks added on Twitter: "At no point when I was talking to MS did they say there was a fee for used games. They said used games were important and supported."

Of course "used games" are important-- if no one sold used games, there would be no one to drive out of business.
