So is it true that 3 / 8 gigs of ram is actually used by the OS?

I heard that Sony is giving the games 7 gigs of ram and MS has to dedicated 3 gigs of ram because of the multiple operating systems.

Yes, but the cloud has over 300,000 gig of GDDRR8 RAM, so it should be sweet.

It is confirmed.
That said, future optimizations may shrink the OS footprint.
Just look at the PS3 OS footprint, it was around 120MB at launch. That was almost half of the main RAM.
It was reduced with 70 MB with a update.
Another update reduced it 12 MB.

Nintendo did the same with the 3DS, reducing the OS footprint and giving more for the developers.

They may be able to reduce the OS footprint over time, but they still won't be able to reduce the 3GB used by the three different OS's to less than the 1GB used by the PS4 single OS.
