Why doesn't Microsoft encourage digital more than they do?

The arguments...
* Xbox Live Rewards Program does not treat digital purchases as new games - not even "Games on Demand" ("Retail" games).
* (at the moment) Does not support preloading of digital games, leading to the potential of sluggish downloads at launch. Especially for high profile releases.
* As far as they've announced, digital purchases will not sold in a price competitive market (Digital games will be available only through Microsoft)

But, almost every feature worth talking about for the Xbox One relies on digital games. They are shooting theirselves in the foot and severely limiting the features of the platform by pushing people towards retail discs. Not to mention - Microsoft should *want* people to go digital. It controls the market and restricts second hand sales and prevents lending* (depending on how some features work and/or eventually exist). It limits costs, simplifies the supply chain, and presumably allows Microsoft to get a larger cut of the 'pie' than they otherwise would have.
So why does Microsoft do absolutely nothing but discourage purchasing digital versions of games?

What Microsoft needs to do is:
1. Make digital vouchers available at stores and urge that the vouchers be priced identically to discs, or otherwise priced competitively with the market.
2. Improve their digital marketplace to be in tune with the market. If Amazon is offering a $20 gift card for preordering a game, Microsoft should make a competitive offer.
3. MUST enable pre-loading of games. Absolute must. MUST unlock games at a 'reasonable' time (ie: midnight PST or midnight EST).
4. Allow the trade-in program to purchase a digital voucher on the Xbox One
or
5. Remove the restriction that installed games (note: all games must be installed) to require the disc, even if it's paired with additional (restrictive) requirements (spitballing ...: Must be online and had the disc in the system since complete power-off, and when the disc is inserted, it could run a query over the network to ensure that it is not currently licensed by another Xbox One). This would serve to effectively return to the "before times" but in an optional way, bringing harmony to the retail and digital markets, and leveraging the strengths of the platform while minimizing the adverse affect of sales.

Microsoft should want people to go all digital. It's ludicrous that they do so much to discourage it.

So making the better features of the Xbox One (instant switching, games available on any Xbox One) available for only digital copies isn't encouraging digital?

That is what I am referring to. If you take away benefits like those, the Xbox One is stripped of any defining features.

Ok so using your logic MS has been in the console business since 2001 and 360 has been out since 2005 and since MS did some good sales this summer it automatically means MS would have competitive sales rivaling Steam all day everyday going forward is this correct?
