What's with this X1 hardware not finished?

Read somewhere (can't remember where) but I hope this is BS. I'm really trying to support the X1 here but with stuff floating around like this, no bueno.

The hardware is about as finished as it will ever be since they already started production.....

The games though....KI and Forza 5 will be unfinished at release, unfortunately.

They recently upped the CPU clock speed. People interpret that as "the hardware is not done" and in some respect that is correct. However it is more like it is being tuned.

People get their cars tuned for better fuel efficiency or power. When it comes off of the lot it is typically set for something that is balanced. They can drive the car without tuning it, but they do it for better performance.

Same is the case for the Xbox One. The parts are set, but now they are optimizing the system.

Sept. 3rd they announced they finalized the hardware and were going to begin mass production. Sept. 4th the November 22nd release date was announced and Larry Hyrb (Major Nelson) tweeted these pictures:

The hardware is definitely finished. However, updates to the software and performance are going to be done right up to launch day, so plan time for an immediate system update when you get it home...

Its finished, but they have been tweaking stuff around in reaction to what Sony has done with the PS4. Microsoft is in panic mode. Its concerning that they keep doing this when launch date is getting really close.
