1080p and 60fps would be standard if Sony or Microsoft mandated it for their consoles.

Technical Certification Requirements need to be updated to reflect the enhanced capabilities of the new consoles.

If that was mandated, graphics would basically be stagnant for 8 years as opposed to gradually improving.

I don't think there's any danger of that happening, as most people seem to think GTA V is "gorgeous," but when I look at it all I see is blurriness.

Take a look at Dead Rising 3's locked (although it took a while) frame rate, its zero loading times, then remember that it's a launch title, and come back.
