I absolutely despise racing games that aren't 60 fps.

There are only two instances where I care about framerate. Action heavy games such as Ninja Gaiden, Devil May Cry, and MGR; and racing games. Not having a single version of Sonic All Stars Racing transformed break 30 fps really killed it for me. And Driveclub on the Ps4 is making the mistake of being 30 fps too.

Assuming I get an Xbox One down the line, Forza will probably be my first game. Is it confirmed to always run at 60 fps?

Sonic and Allstars Racing Transformed was whatever FPS you want on PC. You could also play as a communist.

I don't understand what FPS means. It doesn't cross my mind when I'm playing a game ever. Its only a game.

Frames per second is very important and make a game smoother. Play the same game on PC at 60 then get it to run at 30. You'll see a huge difference.

My eyes just arent focused on it. I'm not sure where on the screen I'm supposed to notice it affecting the game. And there's some complaints about screen tearing in games. I don't catch that either.

Its noticeable through the whole game. You've never noticed screen tearing? Battlefield 3 and Splinter Cell Conviction on Xbox 360 had a ton of this.

It is really hard to go back to a 30fps racer after playing a 60fps racer. I can do it, but it's just so noticeable.

Really? Because NFS: Most Wanted, Sonic All Stars Racing, Forza Horizon and PGR are all fantastic racers IMO.
