That's because Neogaf is a turd site that can't handle more than 20 people using it at one time.

crazy talk: It means persistent worlds, improved AI, better rendering and dedicated servers for every multiplayer game on the platform. And it's all being offered to developers for free.

So will their dedicated servers actually be handling the game logic or will it just be acting as a dedicated (proxy) server with one console still being a listen server?

Either way, it's a pretty nice set up they got there.

"Dedicated Servers dont matter!"

From the article:

In fact, we even give them the cloud computing power for FREE so they can more easily transition to building games on Xbox One for the cloud.

and

This is perhaps the most obvious example of what is possible with Xbox Live Compute – dedicated servers! If you have played a lot of multiplayer games, you know that playing on dedicated game servers has advantages over peer-to-peer gameplay. With server-based multiplayer gaming, not only can more players play the game (think hundreds of players simultaneously), the gameplay will be much more reliable for the players. No more host migration interruptions, suboptimal experiences for the host, home network NAT constraints, or player cheating! Additionally, Xbox Live Compute can be utilized to persist game state so that your squad can live to fight another day without losing any progress. A great example of a game that is using Xbox Live Compute for their dedicated server multiplayer experience is “Titanfall.”

So what is free is the access to cloud computing (which can be expensive in its own right). However, it still seems to be saying that the servers would be available as dedicated servers, though it does not mention the cost. Other articles seemed to suggest that dedicated servers would be available at a significant discount, though.
