Dedicated servers are free to all devs?

I don't play fighting games, but people tell me how HUGE timing is, so even the smallest amount of lag or host advantage would impact the game in a huge way!

i've heard over the years that fighting games are the one genre where p2p is preferable. no idea why, though.
