I get parts of the video that will slow down for about half a second then go fast for about a second for it to catch up. Is there a issue with the One or had anyone else noticed this?

Sounds like processor strain...maybe its using bad codecs? My old laptop does this fairly often with 1080p youtube videos despite having more than enough buffered. I would reinstall those apps to be sure.

Deleting and reinstalling seemed to fix the issue.
