I always use the second option and the boot time is only a few seconds anyway. It honestly takes my TV longer to show the blue screen(only use this set for games) when I turn it on than for the One to come on after I click the X button in the middle of the controller.

Power Saver, despite how much they really pushed the other option during the initial set-up.

"1. Power Saving Mode:
- Negative point.
- Negative point.

2. Quick Start:
- Positive point.
- Positive point.
- Positive point.
- Positive point.
"

I would have chosen the power saving, off-is-off mode anyway, but the way the initial set-up was pushing the other option almost had me reaching for my tinfoil.

I think you have to go into settings and do it.

When the power supply light is orange, you'll know the system is completely off.

How much power does the system consume while in this standard mode?

15 watts

I like mine completely off, the mode makes the system run better.
