It's not a case of which version is better. It's a case of who is getting the slightly worse rip off.

Is this seriously true? Is there a legitimate statement where a game developer said this? If this is true, I'm seriously doubting my xbox now

I'm on mobile I can't watch it. But okay he said that about PS4, but does he actually say anything about the Xbox one?

Who cares. Played it and beat it on 360. Great game.

The game is 30 FPS at 1080p for both. This guy is trolling and a lot of you are falling for it. Mark him for Trolling. Move along.

Apparently, the Executive Producer of the game confirmed in this video that the PS4 version was 1080p and 60FPS. For some reason, the video isn't loading for me, though:

I don't think he said anything about X1 fps. This video is more than 1hr long and game looks really goregeous. I already played and beat it on ps3, but I"m excited to play it again next week with this graphics.

I don't know devs don't try to aim for 40-45fps on systems that can't get to 60. It seems like an easier goal, and 40-45 feels way smoother than 30.

You obviously don't play on a normal TV like 99% of console gamers.

45 FPS is really bad on majority of displays that only accept a 60hz signal. Even if your display advertises a 120hz refresh or higher, the signal processor is almost always still 60hz. Only a handful of PC monitors actually support higher frame rates.

15 frames have to be duplicated making movement jerky. There is a reason why vsync on consoles is almost a must.

That's fine, but wondering, why does it look fine on a monitor at 45 with a refresh rate of 60Hz and vsync on? I am not doubting you but it is smooth for me.

You can't have a FPS of 45 with vsync on with a 60hz display. vsync will drop the signal down to 30fps.

You can, easily. Use triple-buffering, like Tomb Raider on PC does (and like every game should).
