PS4 version of Ground Zeroes uses different technology for the sky than the X1

He did say the PS4 had room to spare even with it running 1080p/60fps, so maybe that's what he meant?

I'm sure they both had room to spare(being realistic). PS4 being easier to work with along with more powerful helps it get to places faster. You'd have to be silly to think this is it for both of them. Seriously stop trolling for a minute lol.
