They say its up to the developers; like they have a choice and continually choose to make the game weaker on the XBOX ONE and better on the PS4. It couldn't be the fact that the CPU, GPU and RAM are all significantly weaker in the XBOX ONE, no that's not a possibility in PR Land. They prefer to blame the game companies for the consoles weaker performance on every single multi platform game.

in each console generation, game developers always have limits set by their knowledge of the hardware idiosyncrasies and the software tools available at the time. they decide which areas to give, and which to take, based on their own vision and opinions. if a developer wants their game to run at a high frame rate and a high resolution, then they will sacrifice in other areas, until they become more experienced with the console, and all the latest tricks. that's how it's always been.
