Well, yes and no.

The Ps4 is definitely the stronger of the two systems, there's pretty much no debating that. In almost every respect, its specs are superior.

HOWEVER, we are in the very early years of these new consoles. At this point, it's more about how the devs make their game, not about how strong the consoles are.

So he's saying normal console optimisations? People have never said they're not true.

Not the most enthusiastic thing ever. Everyone improves their tools throughout a console's life cycle, that's completely normal. Why would they stand still? Look back and go "wow that's great, nothing to do for 7/8 years now!"? Of course not.

You have no idea what you are talking about. PS4's hardware is 40% more powerful. If you really think Xbox1 can catch up with software then you are in for a rude awakening.

DX12 and Cloud Processing, what do they have in common? oh right.. all talk no show.

Because tools get better, devs get better and know more - that's the same for every console.... Think Resistance to TLoU. Think Halo to Halo 2 *(just remembered Chronicles of Riddick as another FPS that was lauded at the time for its looks, or NGB, Splinter Cell (Chaos or Double Agent was it?). He doesn't give a timeframe, he doesn't give numbers. He could be talking from release to 2019 for all we know. Y'know, natural progression.

and common sense says the easiest to program console will have less gains than the harder to program console from beginning to end because if its easy, there are not as many tricks to have to find.
