Xbox can't tell if my TV is on or not

So I have the Xbox set up to where it turns the TV on when I turn it on. However, if I'm already watching tv and decide to play a game the One will actually turn off my TV when I turn the console on. Is this machine really that dumb?

My doesn't. Mine turns off for a second and then back on as if it's adjusting.

Oh ok, so I have to initially turn on my TV, let the Xbox turn it off then turn it back on. Perfect sense right?
