I would think so, it is probably just a timed thing. I won't say exclusive, because it is on PC then it's not exclusive, as it is in more than one console. Just my beliefs on exclusives.

So, if Microsoft allows it with that parity thing then yeah it should.

That would suck if Microsoft doesn't allow No Man's Sky. The game developers looked like they out in a lot of work for a cool game, starting out on your own generated planet, finding resources to built a ship to be able to explore the galaxy? Land on other planets of other players, sneak their resources and make your way through the universe making the best shop you can, selling resources to other players.

Microsoft has to change this thing their doing.

Problem with that is, if you change it for one, it's impossible to justify the parity clause to everyone else. MS is basically going to have to let this one go if they choose to keep the parity clause in practice with other developers because other indie developers are going to take it as a slap to the face and simply not make games for MS out of spite for awhile if MS were to make an exception to a major rule.
