What looks better? Witcher 3 or the new Dragon age ???

The worlds are nice on both, as are the effects. Dragon Age's character models still have that stilted plastic look they've always had, and some of the armour is almost fantasy-to-the-point-of-cheesefest territory. Other than that, they both look nice.

(There's also some nasty obvious big shadow pop in on DA, but hopefully that can be optimised).

Gameplay-wise they both look very different but look like they'll cater to their respective fans so no real worries there.

Witcher 3 is akin to steven spielberg. Dragon age is the michael bay of the rpg genre, Fancy lighting effects, Colored explosions, Poor dialogue, Cliche characters, And no substance.
