Since the "every console is a dev kit" thing is still true or whatever

MS would get major points for introducing a Mod Hub app to the marketplace so people could easily get mods for various games (that allow it)

Since their method of allowing people to develop for the console will most likely be extremely similar to how XNA worked on the 360 (and the fact that being able to make your own apps/games has nothing to do with modding other apps/games), mods still won't happen.

But what does the ability to make your own games have to do with developing mods for other released games you don't have the source code for? All that'll happen is you'll have editing tools that the developer will release, which you'll then publish to Microsoft, who'll run it through certification (if they so desire), which would then publish it for everyone else.

Has nothing to do with being able to create your own games. All this will let you do is be able to create your own games (or port your existing stuff without needing to buy a license or devkit to see if you're capable of getting your stuff to run on it), not mess around with others' released games.

No he never said anything about creating your own game with this, that's what project spark is for.
The thing I was talking about was major nelson told everyone on reddit about the xbox one was capable of running mods if the devs allow it. So lets say bethesda says it's okay, you could have modifications on elder scrolls like pc's do but on xbox. They just need to make the tool.
