In the first game, the characters didn't seem as fleshed out as the main protagonist, Luffy. Not being a hardcore OP fan, this put me off.
Will this sequel make the rest of the roster more 'complete'? Also, will the entire game need to be beaten, inside out, to get access to the roster or will the characters be unlocked from the get-go / unlockable in another way?
There's no way to know for sure. We do know that power up transformations have all been made a separate thing with a separate meter, so I figured everyone would be the same, but there's actually now a couple of screenshots on the official site that shows Luffy with 4 sections on his Musou meter. So it looks like either Luffy will be the same as last time, or everyone will have 4, which I doubt.

It kinda looks like there might be at least two for each character if you look at the recent character video (Kuma, Chopper, ect.) In the begining of Kuma's video it looks like he starts with a super (pushing the pain out of his body and using it like a bomb.) and then uses ursus shock towards the end.
? Did the characters all play identical just different models or something?
There's nothing really wrong with Ken's rage 2, people just complaining why characters don't have more Signature moves-they forget that if a character has 8 they will only use a maximum of 4... Ken's rage 2 is a good game if you like the manga/anime, the characters are okay (yes, they're unbalanced a little, but that's true for EVERY Warriors game) The other problem for people is shorter Dream mode stages-that's also true, but it's because online also use the same stages. You can beat a stage faster, then start another game. Characters are different, there are no clones. Even Raoh and Kaioh has different movesets.
