How do I get to No-Man's Wharf?

I keep hearing it mentioned and I've gotten through quite a bit of the game. I hear of the dragon-rider, but I do not know where this is, unless I have already beaten them. I actually went to the lost Bastille very early game and beat it completely before doing other areas via the eagle nest entrance, which I thought was the main entrance.

I've defeated many major bosses with the Lost Sinner being one of my earlier wins. From where to where to where do I got to get to No-Man's Wharf ? I've found the big ship in Lost Bastille however I'm assuming that was actually entrance as I cannot access the ship.

Ok, so I have not gotten to Heide's Tower. Is that the one in the strange tunnel that needs to be turned by a contraption? How does someone go about moving that? I thought that was a late game aspect

It's beyond that. When you get to the contraption take a right and follow the path down to the gate. Pull the chain next to it to open it and proceed to Heide's Tower.

Btw, there is an npc at Heide's Tower that will operate that contraption for you. Exhaust her dialogue options when you meet her and she'll move to where the contraption is.
