What I've got so far:

Ryu = Flash Man
Dhalsom = Snake Man
Rolento = Heat Man
Akuma = Dr. Wily #3stage (Megaman 3)

Urien: Wood Man
C. Viper: MM2 Wily Stage 1-2
Dhalsim: Snake Man
Rolento: Heat Man
Ryu: Flash Man

Boxer: Bright Man
Seth's Lab: MM2 Wily Stage 3-4
Akuma: MM3 Wily Stage 3

not sure on the rest for sure. In one interview, he said some songs aren't necessarily just a mash of two songs, because it wouldn't totally fit right, but instead feature elements from various songs so that they sound "Mega Man-ish"

Sagat's theme also bears a strong sound font resemblance to Gemini Man.
