Bulbasaur is more toad-like. Toads aren't lizards.
It still has reptilian qualities, though.

Why would a small furry mammal evolve into a T-Rex?
...then again, why would a remora evolve into an octopus?
It's not so much a remora turning into an octopus as it is a handgun turning into a turret/artillery.
