There are still alternatives, until people can hack happily again:
-PokEdit, Pokecheck and other sites that can send the Pokémon to the games through the GTS;
-Bringing hacked Pokémon from Gen V and using them, or breeding them for good IVs for the new Gen VI Pokémon (assuming X and Y will have backwards compatibility like every game since Gen IV);

That is, assuming it's possible. Game Freak has thus far done a pretty terrible job at preventing RNGing, but it would be fairly easy for them to block it altogether. --- SERIOUSLY NOT HOME ROWED want some funeral to go with that cake?
