What if they fixed IVs to make it more fair?

Like setting a minimum and max total IVs to the same value.
For example:
Max total IVs of 130
Minimum total IVs of 130.
No more than one stat can be at 31.

How does this make the game more fair? anyone can breed a pokemon to have 31IVs...I mean, we all get the same cart, how can some carts be better than others?

Oh you mean hackers...I'm pretty sure making the game harder to hack would make it more fair than restructuring the IV system which could possibly make it even more unfair to non hackers since hackers would probably be able to set everything to 31IVs anyway.

But you forget, these debates are about legal hacks. Therefore, an IV total greater than 130 would set off alarms that the hacker would rather avoid.

Anyway, I'd still prefer a system where on entering a Battle against a human player, or a Battle Tower/Subway/Etc. IVs are temporarily maxed out, while Hidden Power is left intact, but this isn't bad.

I disagree with your first point. All your saying is if a hacker goes outside what is possible within the limits of the game it will be a red flag and people will know its a hack. I agree with the premise, but the modern example of that is a hacker giving IVs greater than 31, lowing the limit would not change this.

I somewhat agree with your second point. That kind of a system would make battling more convenient. However, it then makes the entire concept of breeding redundant since in game anything can usually work and to be good competitively you need good pokemon.

I said nothing about hackers. This would be to make it so you're not screwed online when you don't constantly reset for perfect IVs.
The way I'm suggesting it would add actual strategy to breeding. Instead of aiming for max in all stats, you'd have to aim for a customized distribution of IVs (like having high IVs in some stats and low in others or medium IVs in all stats, etc, etc)

Kind of like how MK7 did it - you can aim for higher in one stat, but others would have to drop to compensate and all Pokemon/racers will have the same total IVs/stats.

The only somewhat-common time you'd be "screwed" for not having perfect IVs would be in a speed-tie scenario.

It's not hard to give someone an everstone. It honestly sounds like you're just too lazy to breed.

a pokemon with 25 ivs in atk may not be as good as a 31, sure, but its still usable.

Remove IVs or at least set the speed IV on max or 0.

Or what if they made items that can increase and decrease IVs?

For example, there could be one that raises Attack by 1 but lowers Defense by 1. And you can't use it if one of the 2 affected stats are maxed or zero. And you'd have a max of 15 IV changes per Pokemon, with the original IVs and modifications saved. And you'd have the ability to take it to an NPC to remove all IV changes. This would be useful for breeding purposes.

I really do admire your enthusiasm and zeal for making it a bit easier but I've always felt that the IV/EV system was intended to separate casual players from people who take the series competitively. Plus, if you pay no heed to intentionally monitoring it, it gives the idea that every pokemon is unique even if its the same level/species

in fact, that was one of the explanations in-game by an NPC for it in 2nd gen.
