Yes it was the original, does that give it an automatic free pass to be forever the best?
No, the battle system was the worst in the series, it had next to no replay value, Psychic types were broken, they had numerous glitches, Kanto was very bland, and the games has aged terribly.
Take The Legend of Zelda and Super Mario Bros for example: They were great games for their time, but nobody that isn't blind by Nostalgia (Or at least hindered by it) can honestly say they are better than A Link To The Past and Super Mario Bros 3/World; those games improved on the originals in every way. --- "Wherever I may live, I remain the same person. Nothing will ever beat that "Dada-da-du-do-da-da" you hear upon first starting Super Mario Bros.
Just like nothing will ever top the first time you saw Pallet Town.
I wouldn't say it's the best. To me, Gen 2 was great.

Most of the people who claim Gen 1 to be the best haven't really honestly played the later games or given them a chance. So really, their opinions are mostly invalid.
