why not just give each pokemon a number of palettes and have its color randomized that way?

They're a bit pointless now, considering how widely available they are due to hacking.

Different colours should just be an unlockable option.

They had lots of trade value in the past, but the advent of online trading in addition has ruined any value they had.

They're not rare collector's items anymore, they're just palette swaps.

How about four to five palettes per Pokemon, but have some that are more rare than others, with one palette being exceptionally rare?

(Think rarity colors in loot-hunting RPGs...)

They're rare, and some of them are pretty. Problem is they're stupidly rare when for something as pointless as a color swap moderately uncommon would fit better.

Like the Pokemon in Stadium where they change color depending on nicknames? I liked that...

I dunno, in Gen 2 it was to show off the Game Boy Color's color palette,

In every other gen, it's a rarity thing.

What I want to know is why are some shinies just a darker hue, like Pikachu, whenthere are others that are completely different colors, like Marill. And why Azumarill is Yellow when shiny instead of green?
