brand new set vs evolutions of old mons

I see nothing wrong with Rhyperior and Tangrowth, especially the latter. When a Pokemon changes too much, people complain that it's overdesigned or barely resembles its original form. When it only changes a little, people still complain about that. And given that Tangela is from gen 1, when the vast majority of evolutions are just bigger and have angry eyebrows slapped on, I think Tangrowth's appearance is quite appropriate.

Some Pokemon seem like they were made to be given a future evolution. Something like Pachirisu that was obviously completely useless when they made it.

New eeveelutions always come at even generations

all the phantom pokemon share a connection with each other (mew,celebi etc)

I don't think that the main complaint about Rhyperior and Tangrowth is that they're overdesigned/not different enough, but that the designs are just bad.

There are also plenty of Pokemon in Gen I that aren't just bigger with angry eyebrows. We were over a dozen games into the series by this point. It was just a lazy design to basically stretch Tangela and call it a day. If they're going to do that then just leave the Pokemon alone.

Even the actual design itself looks lazy. In Tangela you could see where every tentacle started and ended and actually made for a pretty cool design. With Tangrowth the balance feels very off for one, especially with how well balanced and symmetrical Tangela was, but it's just a blue blob with a couple tentacles that come out of nowhere. Look at the center of the Pokemon. It's just pure blue. Then you have little frills off the end. They should have put the effort in to actually draw the tentacles. The half-assed tentacles also ruin the sense of depth going on in Tangrowth too. With Tangela it really looks like there's something hidden inside covered in tons of tentacles. But because of the way Tangrowth is handled and how there's nothing in front of its face but pure blue coloring it doesn't make the face look like it's pushed back inside the tentacles, rather it looks pasted on top of the tentacles.

As for Rhyperior I don't even know what those orange plates are supposed to be but they look terrible.
