Raichu/Pikachu could spam T-wave, Thunder, and Volt Tackle.They could paralyze Agumon until it went down. Since Agumon would have fire-type moves (Hence, giving the burn status.) it wouldn't affect Raichu/Pikachu much, since burn reduces physical attack, not special. --- Black 2 : [Marvin] [FC: 0777 2092 3156]

If Agumon gets in close it is over due to him actually being able to impale Raichu with his claws however if he can't get close he has to hope that he can land a hit with his nova flame.
Also you have to consider Agumon has a foot on Raichu and if he is allowed to go into Burst Mode then he could win in a few seconds.
