Heres how I would change it, to help out some of the weaker types:
Buff Poison by making it SE on bug and fighting types. Make it normally effective vs Ground.
Give Ice resistances to Water and Dragon, but make it NVE against rock.
Give bug a resistance to Dark, weakness to poison and let it be eegularly effective against ghost types.
Make Flying SE against ground.
Give rock resistance to ice.

Why would Ice be Not Very Effective against Rock? Honestly it should be super effective against Rock instead of Ground. Flying Super Effective against Ground makes no sense either.

Here I go trying to put Logic into Vidya Games again.

The only glaring imbalance that I see in the type chart is that Poison is only strong against one type. If we simply added a new supereffective for Poison, like against the overpowered Dragons, then it would definitely move the chart closer to being balanced. Or, if we created a new type, for example, the fabled "Curse" type...

-Curse attacks are super effective against Curse and Dragon, not very effective on Poison and Steel, and hit all other types neutral.

-Curse types takes super effective damage from Curse and Poison. Curse resists Dragon and Ghost. Everything other type hits neutral.

Switch one for Water. Otherwise, it has the same SEs as Flying.

Yes, I know Dark and Ghost have the same SEs.

Unless you're willing to give something resistance to Ghost, this seems kinda unfair to the Dark type.

Poison super effective on Water.
Ice resistance to Dragon, neutrality to Rock.

Buffs poison offensively, ice defensively while also nerfing rock and dragon type attacks.

I suppose I can sort of get behind rock resisting ice since rock is a pretty poor defensive type and ice is a ridiculously good offensive one.

I completely agree. Ice should resist a few types like Water. Hail should also give a defense boost to the fragile Ice types like Sandstorm boosts the Sp Def of Rocks.

By the way, another imbalance in the type chart is Stealth Rock. The types that are weak against Rock are mostly useless because of this overcentralizing move. Droves of Fire, Ice, Flying and Bug fill NU and RU, but have the potential to reach higher if it weren't for those danged floating rocks... obviously, there are some exceptions.

Try this balancing instead:

Normal does half damage to Ice
Water does half damage to Ice
Grass does double damage to Electric
Fighting does half damage to Grass
Poison does double damage to Water
Ground does half damage to Ice
Rock does half damage to Grass

That would be a good change, except Normal is already resisted by enough things for having no super effectives.
