Now that I think about it, what's the point of retroactive prevos, anyway?

They really have never contributed anything to the series. Crap like Pichu is obvious marketing material, but why bother making Elekid, Cleffa, Wynaut, Budew, Chingling, Mime Jr, etc.?

It could be argued that prevos have lower base stats than the originals, which means you could make the prevo catchable earlier in the game than you could with the original... to put it another way imagine finding Magmars or Electabuzz in Virbank Complex in BW2. With nearly 100 base Attack and Special Attack, they'd be pretty strong. Magby and Elekid, however, are at a more suitable power level for that point in the game.

HOWEVER, for any Pokemon that they DON'T use prevos in order to introduce that Pokemon line earlier? Those are just 'Dex filler. :(

Also, some pre-evos have some special egg moves or learn moves that it wouldn't be able to learn any other way.

Pikachu can get Nasty Plot via Pichu, you know.

Which is interesting, since Pichu evolves through happiness, and learns Nasty Plot at level 18. Typically, it will be happy enough to evolve by then, so it would only learn Nasty Plot if it dislikes its trainer (or the trainer prevents it from evolving, which it probably wouldn't be too thrilled about either.)

It's a children's game. The cutesy 'mons appeal to younger children and perhaps others who like cute animals. Also, egg moves.

The problem with that is that all the Gen II Pokes beside Tyrogue (the only one that made sense) could only be obtained through breeding. In other words, you need an Electabuzz to get an Elekid. As for the egg moves/ prevo moves, there's no reason to not just have them on the originals instead.
