Because it has spin in its name (Chespin).

Besides that, it's a hedgehog, known for curling up into balls. And balls (and a certain blue hedgehog) tend to spin, so it's not far off.

Sandshrew and Sandslash can learn Rapid Spin, as can Drilbur and Excadrill, so I wouldn't be surprised.

While we're at it, pokemon with moves as part of their names should learn that move (unless it's flareon). For the most part this is kinda true.

Now that's pretty surprising (that's why i mentioned "for the most part"), especially when the whole line is named after biting (nibble, bite, chomp).

Flareon not learning Flare Blitz is pretty much a running gag, along with stuff like Fire/Fighting starters, etc.
