Stealth ice is something I would love and actually make ice Pokes slightly less useless.

I think it keeps competitive battles interesting

Honestly?

Make it Ground-Type.

Yes, we have Spikes but the moves are fundamentally different so it would still find its usage. The difference is that Flying-Types are not crippled, and Ground in general is easier to take care of. Still plenty of ways to use it if it's Ground-Type, but not as bad as its current iteration.

I GOT IT!!

Have a stealth ice move called something like "slippery ground" (Man that's a good name) that slows down the user's speed and accuracy

Have a fire move called "Flaming circle" that causes fire damage and lowers defense!

would air balloons make it ineffective? if not, this could possibly bring heatran down to UU.

Add more elemental entry hazards, but make entry hazards no longer stack. Also, add a TM for Rapid Spin.
