Even if it's just one Pokemon, it makes it a programming mess because now all Pokemon will have to have three types in the game's data. How do I know this? Because currently all mono-type Pokemon have two identical types in their data. For example, Snivy is Grass/Grass, Tepig is Fire/Fire, and Oshawott is Water/Water. When the game reads two identical types for the Pokemon, it displays only one.

For a triple type Pokemon to work, there would have to be three typing slots for every Pokemon, with only this special Pokemon having three distinct types in each slot. Programming-wise, what would happen to the existing dual-typed Pokemon? Would Venusaur now be Grass/Poison/Grass? Grass/Poison/Poison? I don't think GameFreak would like doing that for dual-type Pokemon even if it had no effect on gameplay because it's just messy.

The one thing that could have alleviated this problem would have been using the ??? type, but it was completely eliminated as of Gen V.

It's gone. Completely removed. Curse is now a Ghost-type move when it was a ???-type in Gen II-IV. Eggs also used the ??? type in Gen III.

Probably because they felt that the ??? type was largely useless, being only used for one move and for hacked or extremely specific situations (placeholder ???-type Arceus and having a pure Flying-type Pokemon use Roost).

Curse functions identically as before, only it's a Ghost-type move to hint at the Ghost-exclusive effect.
