Having a Fire type isn't a necessity.

And in DPP, you can't go wrong with any starter really. Although saying that, it takes a while for Piplup to learn some decent moves.

I love Turtwig, it learns a good variety of moves; Crunch, Earthquake, Leech Seed....just a bit slow. Chimchar destroys most things as you'd expect with amazing offensive STAB. Piplup's still not hard to use either despite a shallow early moveset, and Empoleon is a beast.

Go Infernape. Best Fire and fighting type in ALL of gen 4. You won't even need another fire type or fighting type. Heatran is like so late in the game it's irrelevant.

Also turn off the animations. gen 4 engine is slow like hell.
