My vote goes to Winona. Fantina has the air about her where I believe she could, Sabrina makes sense, Falkner would be my vote but the thougt of Rayquaza being caught by Winona of all people. RAYQUAZA

It was a special tournament in B/W 2 that wasn't released internationally. "battle between legendary pokemon" 1 gym leader from the first 4 regions were in the tournament, each with a legendary.

I'd vote Winona with Rayquaza. That pokemon doesn't seem like something you can negotiate with no matter who you are (except maybe Nobunaga lol).

How is it holding a Ghost Gem and in its Origin Form at the same time?!? (and no, it is not in the Distortion World)
