Probably since the 3DS was released.

It's not like a company can't develop two games at the same time.

They were one of the first to get the 3DS devkit so they probably started working on XY before the 3DS even came out.
My swagger brings all the scrubs to the yard.

they had a meeting about a month and a half ago decided it would be a good idea, produced some concept art and announced it soon after,

they saw their creation and thought it was good

on the seventh day they took a break

since then they started working on it full time to have it ready for october

tl.dr: who cares?

I think it was said that Black and White were developed alongside HGSS or something. So that would mean Gen VI has been in development since sometime after HGSS was finished.

IIRC before the 3DS was officially revealed, we got news that some companies were getting devkits for the DS's successor, among them Gamefreak. I think this was back in the beginning of 2010 but I can't be sure. So the longest they could've been working on programming the game is about two years. Gameplay elements and concepts for the story and characters and new Pokemon could've been in the works for much longer.
