Why does Burn decrease Attack?

Yes, but hitting someone whilst on fire would probably hurt the person you're hitting a lot.

You're under the assumption that Burn means literal skin burns. The animation for Burn clearly shows the Pokemon being on fire, not suffering from a burn. Having something that is on fire make physical contact with you would be uncomfortable.

But the user is still going to be in more pain than the opponent. If you are burnt on fire or not the pain will probably stop full use of a physical movement.
