You're under the assumption that Burn means literal skin burns. The animation for Burn clearly shows the Pokemon being on fire, not suffering from a burn. But the user is still going to be in more pain than the opponent. If you are burnt on fire or not the pain will probably stop full use of a physical movement. --- I'm a wench, who vomits her mind.
