Why isn't Steel supereffective against Grass?

Metal cuts through grass pretty effortlessly. Like lawn mowers.

I know, I know "lol pokemon and logic." Still, this is a pretty glaring oversight, isn't it?

also why isn't fighting SE against grass? Martial Artists punch wooden boards all the time

Steel really should be SE against Dragons.

Toast should be weak to Marmite but it only doesn't resits not it.
