Only 50 new pokemon at launch, Rest are DLC spread over the next 12 months. Data of all pokemon already on cart of course. HM moves are removed because there are no optional paths. The entire game is 100% linear.

They wouldn't bother with debug, they'd stop making it as soon as it's technically playable. They'd turn it into lord of the rings drama first, then take your favorite pokemon and turn it into a troll, ask for millions of dollars when close developers ask to use the characters (fighting games) and worst of all never go out of bussiness because of how cheap they are *sobs dramatically*
Well...there are pretty much no optional paths in Pokemon anyways. There may be a little diversion or two, but that's it.
And HMs just serve as artificial barriers. Except Fly, which is just a convenience.
And Black and White were pretty linear. You were basically going in a straight line the entire time. They didn't even try to hide it like in earlier games. In previous gens, you could look at the town map and go "Oh wow, I wonder where I'm gonna go next", but in B/W you would look at the town map and go "Okay, I'm going here next."
